A special four-day program on macro economic and financial analysis was offered at Tsinghua SEM for 55 department and bureau level cadres as part of an “elective study plan” of the Organizational Department of the CPC Central Committee.
The Organizational Department released an "Implementary Guideline for Wide-scale Cadre Training 2008-2012" in August 2008. The Guideline proposes elective study among cadres as one of the major methods toward innovative reforms. It requires more than 2,000 cadres of department and bureau level to finish courses worth 40 credits before the end of 2010.
Tsinghua University was selected by the Organizational Department as one of the first bases for cadre training. Other training bases include the Party School of the Central Committee of CPC, National Academy of Governance, National Defense University, Peking University, Renmin University of China and Beijing Normal University.
The special training program, administered by the Executive Development Program (EDP), was developed by SEM especially for cadre participants. Lecturers include professors in economics, finance, as well as enterprise strategy and policies, topics covering Chinese economy in light of history and the world; opportunities and challenges in the post-crisis era; Chinese macro-economy and regulatory policies in 2010; problems in Chinese economy and Chinese business development; development strategies in regional economy; and heated issues in macro-economic analysis.
Participants of the special program come from fifteen central ministries, including the United Front Work Department of CPC Central Committee, the Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security and the Ministry of Justice.
On the commencement ceremony of the program, Professor QIAN Yingyi, Dean of Tsinghua SEM, said he wish each participant could apply what he or she learnt in the program in future work in a personalized manner.
The training program is a successful starting point of the strategic cooperation between Tsinghua University and the Organizational Department, said Dean QIAN Yingyi. It is also an in-depth practice for SEM to contribute its educational resources to the cultivation of high-level cadres.
